This is a rough draft of the rules of procedure for the Executive Committee of the Constitutional Loya Jirga. It includes: the powers and duties of the chairperson, the sessions of the Committee, including special meetings, the agenda, and records from the sessions, decision-making procedures, including what constitutes a quorum, the removal and disqualification of members, the functions of the secretariat, and finally, the powers and duties of the Constitutional Loya Jirga Election Panel.
