A Performance-based Road Map to a Permanent Two-State Solution to the Israeli-Palestinian Conflict
This performance-based and goal-driven roadmap seeks to realize the vision of two States, Israel and Palestine, living side by side in peace and security, as affirmed in Security Council resolution 1397 (2002). The text was prepared by the Quartet - consisting of representatives of the United States of America, the European Union, the Russian Federation and the United Nations - and was presented to the Government of Israel and the Palestinian Authority on 30 April 2003. The road map presents clear phases, timelines, target dates, and benchmarks aiming at progress through reciprocal steps by the two parties in the political, security, economic, humanitarian, and institution-building fields, under the auspices of the Quartet.
