CODESA Declaration of Intent
The CODESA Declaration of Intent was signed on 21 December 1991, at the first plenary meeting of the Convention for a Democratic South Africa (CODESA), to mark the participating parties’ commitment to negotiate. The Declaration was intended to ‘set in motion the process of drawing up and establishing a constitution’, and established CODESA as a standing body to facilitate a negotiation process.
