This agreement establishes the Federation in the Croats and Bosniac majority areas of Bosnia - Herzegovina. It provides for a possible confederation between the Federation and Croatia, outlines governmental structures, military arrangements, principles for human rights and establishes a transitional committee to establish the Federation. 

This Agreement established the practical modalities for the implementation of the Judgment of the International Court of Justice (ICJ) of 3 February 1994. Among other things, the agreement provided for the withdrawal of the Libyan administration and forces from the Aouzou Strip the removal of mines; the establishment of border crossing points a study of the question of monitoring the frontier maintenance of goodneighbourliness and demarcation of the boundary by a Joint Commission.

This agreement calls for interim measures to be taken before the next round of negotiations. The parties agree not to use force against each other, to exchange prisoners of war and find a solution to the refugee problem.
