The matrix signed by the Sudan and South Sudan in Addis Ababa on 12 March 2013 provides timelines to facilitate the coordinated implementation of all the cooperation agreements signed by the parties in Addis Ababa on 27 September 2012.

This agreement signed between the Government of South Sudan and the South Sudan Democratic Movement/Army provides for an immediate ceasefire between the two parties. It also calls for the right of political representation of the SSDM/A in government institutions at the national and State level, the military integration of the SSDM/A into the SPLA, and measures for reconciliation. The document also defines implementation modalities for the agreement. 

In the Peace, Security and Cooperation Framework, the signatories state their concern regarding the persistent violence in the eastern Democratic Republic of Congo, but underline the existence of a window of opportunity for addressing the root causes of the conflict.  The document outlines principles of engagement on the national, regional and international level. The principles for the Democratic Republic of Congo include SSR, decentralization and the consolidation of state authority.
