This agreement provides a framework for the resumption of peace talks.  

This declaration concludes the third round of talks on confidence-building measures between the Georgian and Abkhaz sides to improve security and cooperation between the parties. It also calls for the establishment of mechanisms to assist implementation and promote dialogue.
