This agreement establishes an inclusive process for national dialogue and calls on the parties to respect humanitarian law and protect human rights. It also calls for human rights investigation of past crimes.

This agreement implements the Lincoln Agreement of 23 January 1998. It sets forth mechanisms to implement the ceasefire, empowers the Neutral Regional Peace Monitoring Group to monitor the ceasefire and the UN Observer Mission to monitor and observe the implementation of these arrangements. It also sets forth a mechanism for consultation by establishing a Peace Process Consultative Committee.
