Protocol on the Guarantees of Implementation of the General Agreement on Establishment of Peace and National Accord in Tajikistan

This agreement empowers the UN to provide guarantees of implementation of the agreements reached through the peace process and to monitor the implementation of the General Agreement on the Establishment of Peace and National Accord in Tajikistan and all related agreements. The agreement also establishes a Contact Group composed of the Guarantor Countries in order to monitor the implementation of the General Agreement. The agreement also calls for the mandate of the UN Mission to be adjusted to provide 'Good Offices' during implementation.

This agreement focuses on political issues, such as the adoption of the reciprocal-pardon and the amnesty act, the inclusion of 25 per cent of the representatives of the United Tajik Opposition in the Central Electoral Commission for a transitional period, the reform of the Government, the lifting of the bans on activities by the political parties and movements of the United Tajik Opposition. It also adresses the issue of mass media.

Sudan Peace Agreement

This Comprehensive Agreement delineates the sharing of power between federal and local government. The Southern Region of Sudan, as defined in the Agreement, will fall under a Transitional Co-ordination Council, which will oversee the governance of the state. National security, foreign policy, banking and tax collection will remain under of the Federal Government's authority. After a four-year interim period a referendum will be held in the south to determine whether the South can secede to become a separate state or remain with North Sudan.

Protocol on Military Issues

This agreement addresses the disarmament, disbandment and reintergration of the armed units and the reform of the power structures of the government. It also provides confidence building measures to be taken by the Government during the implementation of the above mentioned measures.

Mandate of the Inter-African Force to Monitor the Implementation of the Bangui Agreements

This implementation agreement establishes an inter-African force in the Central African Republic (MISAB). It's mandate aims at restoring peace and security by monitoring the implementation of the Bangui Agreements of 25 January 1997. It includes provisions on conducting operations to disarm the former rebels and specifies that the logistical and financial support for the Force is to be provided by France and/or other contributors of funds.

Statute on the Commission of National Reconciliation

This Statute implements the Agreement signed in Moscow in 23 December 1996 and establishes the Commission of National Reconciliation. It provides for its composition, main functions and powers and time frame for establishment of  the commission. It also establishes a special close protection unit which will provide security for the members of the commission. The Commission is to cooperate closely with the UN and the OSCE.
