This agreement establishes the framework for the normalization of relations between the parties. It establishes the respect for international law in relation to the succession of states. The two parties also commit to further negotiations on issues to improve relations, exchange information on missing persons and facilitate the return of refugees.

This agreement amends the schedule for implementation, for the ceasefire and the elections, previously established in the Abuja Accord of 19 August 1995. It also names a new Chairman for the the transitional institution.
