This accord between the government of Congo and the Comité national pour le résistance (CNR) of Frédéric Bintsangou, alias Pasteur Ntoumi, was signed on 17 March 2003. It brought to an end a series of civil wars that blighted the Pool in Congo (Brazzaville) region between 1998 and 2002.

This agreement calls for the creation of a National Committee of Security in order to implement the Linas - Marcoussis Agreement of 23 of January 2003. It also calls for the cessation of hostilities and for the release of prisoners of war.

This agreements provides implementation elements on the military aspects of the Global Inclusive Agreement of 16 December 2002.

This is a supplement to the Memorandum of Understanding (MoU) on cessation of hostilities from the 15 of October 2002, providing for additional mechanisms to strengthen the implementation of the initial MoU.

This document endorses the Linas - Marcoussis Agreement from the 23 of January 2003 and deals with the functions of the Government of National Reconciliation, the Committee to monitor the agreement and the role of the supporting actors in restoring the peace and security in the country.

This comprehensive agreement creates a Government of National Reconciliation. The Government of National Reconciliation will be in charge of preparing a timetable for holding a credible and transparent national elections, rebuilding the security forces and organizing the disarmament of all armed groups. The agreement empowers a committee to monitor the implementation of the agreement.
